Caption on the back of the photograph reads, “Mrs. Sarah Steiner, shell inspector at J & L 8 inch shell line at McKeesport answers questions of Major General Levin H. Campbell, Jr., chief of ordnance; H. E. Lewis, president of J & L and Lieut. Colonel Robert C. Downie, district chief of ordnance at Pittsburgh.” A significant number of employees during World War II were women. Before the war women worked as sorters and floppers (flipping cut tin over to check for holes) in the tin mills, and as nurses and secretaries. During the war, women worked on the production line, finishing operations, and performed inspections.
