Description
Penn-Lincoln Parkway under construction. Cutting into hillsides to avoid Second Avenue (road at right) and the Baltimore and Ohio Railroad tracks (right), the new Parkway would eventually connect with the new Fort Pitt Boulevard (a multi-level street to relieve downtown Pittsburgh congestion after replacing Water Street along the Monongahela River). The vast Jones & Laughlin Steel Corporation's Soho Works are also pictured on the right.
