Description
East view of the Penn-Lincoln Parkway construction near Bates Street. The Sprawling Jones & Laughlin Steel Mill and Second Avenue are to the right of the construction site. The Parkway helped eliminate heavy through traffic on Oakland’s business and residential streets. During construction, entire hillsides (left center) had to be excavated in order to bypass Second Avenue and the Baltimore and Ohio Railroad tracks (right center).
